In 2021, amid the global Covid-19 crisis, the plight of stateless individuals and those unjustly denied citizenship became evident. The pandemic exacerbated their suffering, as the most vulnerable among the marginalized. A citizenship certificate was made mandatory for accessing relief and vaccinations, leaving many invisible individuals without legal identity in dire circumstances. With support from international partners like the Institute for Statelessness and Inclusion, CAPN mobilized resources to provide limited relief and document the number of citizenship-affected people encountered during this support effort.
