Focus Group Discussion at Ward

CAPN successfully conducted two Focus Group Discussions (FGDs) in Godawari Municipality, Wards 3 and 4, on December 8 and 9, 2024, respectively. These discussions were a critical part of CAPN’s ongoing study titled “Implementation of Citizenship Laws in Nepal” The FGDs were designed to provide a platform for dialogue among affected individuals, local authorities, and ward members to explore the process of acquiring citizenship of Nepal in detail. The discussions also shed light on the diverse and often complex experiences individuals face while navigating the citizenship acquisition process. Participants highlighted how the process is not uniform; a “one-size-fits-all” approach fails to address the varied challenges encountered at the local level. Here, while some ward offices were cooperative and proactive in issuing recommendations, others showed reluctance due to the sensitive nature of citizenship issues, particularly when cases involved non-Nepali fathers or unregistered births. Vital registration and the availability of supporting documents such as birth certificates, proof of descent, or parental citizenship remain critical barriers. Many women and families shared the socioeconomic toll of these delays and denials, from limited access to education and employment to the inability to open bank accounts or travel freely. This project is in compliance with CAPN's primary objective of advocating for gender-equal citizenship laws in Nepal using evidence-based practices. By recording procedural challenges, obtaining firsthand information, and examining the effects of recent Citizenship Act amendments. CAPN aims to develop robust strategies by bridging the gaps to advocate for constitutional reforms. These findings will serve as critical tools in engaging parliamentarians, government stakeholders, and lawmakers, furthering CAPN's mission to ensure gender-equal and dignified citizenship rights for all.
