KII at DAO

CAPN conducted a Key Informant Interview (KII) at the District Administrative Office (DAO) of Lalitpur on January 17, 2025 with two officials of DAO from the citizenship department. DAO is the primary government authority operating under the Ministry of Home Affairs and is responsible for issuing citizenship and maintaining official records.

The KII with DAO aimed to understand the citizenship acquisition process in detail and also how the citizenship laws are implemented and applied in different cases. The KII provided a valuable opportunity for CAPN to engage with officials on the current citizenship laws and the administrative challenges they face in implementing them. This interview proved to be an essential part of the study, offering key insights into how citizenship laws are applied at the district level. The officials also shared their experiences in managing complex citizenship cases and navigating the associated administrative processes.

The officials’ perspectives shed light on the interpretation of citizenship provisions, particularly in relation to women’s nationality rights. Their insights provided real-life examples and scenarios that highlighted the barriers individuals—especially women—face during the citizenship acquisition process. The interview not only enhanced the study with a holistic view of on-the-ground realities but also reinforced the need for gender-equal citizenship laws to ensure a more inclusive and accessible system.
